B. African Commission On Human And Peoples' Rights

On March 3, 2011, the African Commission on Human and Peoples' Rights instituted proceedings against Libya before the African Court of Human and Peoples' Rights for serious and massive violations of human rights guaranteed under the African Charter on Human and Peoples' Rights. This case, African Commission on Human and Peoples' Rights v. Great Socialist People's Libyan Arab Jamahiriya, represents the first time that the Commission has instituted proceedings against a state. Without the Commission's intervention, the Court would have lacked jurisdiction to decide the merits of the claims lodged by Egyptian Initiative for Personal Rights, INTERIGHTS, and Human Rights Watch.
